Secrets & Leverage is one of six Roads through the fictional world of CWADM—a way into spycraft, intelligence, strategy, information networks, military and naval command, doctrine, readiness, deterrence, and the forms of pressure that rarely announce themselves clearly.
Across CWADM, information has weight. People observe, report, conceal, interpret, prepare, misjudge, negotiate, and make decisions with incomplete knowledge. Intelligence matters because people act on it. Strategy matters because capability, position, timing, and restraint can alter what happens long before open conflict becomes necessary.
The same is true of organized force. Command involves more than fighting: hierarchy, training, logistics, doctrine, readiness, leadership, institutional memory, and deciding what should—or should not—be done with the capability available.
CWADM can contain serious spycraft, military command, and strategic conflict without requiring every story to become a spy thriller or war novel.

Readiness can be as much about preventing a fight as preparing for one. Intelligence can change a negotiation. Logistics can determine what choices are available. Command can require action, patience, restraint, or accepting responsibility when none of the available choices are clean.
